The screen tells you everything you need to know. The root filesystem needs a filesystem check. Did you shut it down improperly? I would boot from something like systemrescuecd to run the fsck command. Is it installed on a usb stick? If so, is the flashmemory plugin installed?

If the flashmemory plugin is not installed, the usb stick may be failing already.
As for the fsck command, if the filesystem is ext4 and the stick is the sda drive, then do: fsck.ext4 -f /dev/sda1

Do you mean data drive? If so, then yes. just mount it on the new system and recreate the users/shared folders/service setups.

YES, you only need do not do the fresh install on the data disk ( common mistake), so sometimes is recommended to detach data disk during fresh install to avoid confusion.

Data on the data drive are safe (unless you make a mistake).
Only the system drive (USB stick) will be effected.
