OMV 3 - Debain 8 - Intel Xeon CPU with Turbo Boost / hyperthreading

Just a couple of questions with regards to an upgrade I recently completed to my OMV 3 system.

I went from having dual Xeon E5606 to dual Xeon X5670

X5670 = 6 cores with hyperthreading and turbo boost

Installing went well and the system seems to recognize the new process.

I see that hyperthreading is working as 24 threads show up.
However I don't see that turboboost is working as the I never see the frequency go over 2.93 GHz

Is turboboost available with Debain 8?
How can I tell that the CPU is working correctly ?

I have tried powertop and turbostat and in both cases I do not see that my processes are going over the 2.93 GHz.

I will double check all the setting on the motherboard, just incase I missed something.

- Would firmware on the motherboard have an affect ?
- Also I have seen some posts about Linux intel-microcode ?
