I was looking for an Iscsi plugin for OMV 4 and i located some information that said it wouldn't be in OMV4. It seem's OMV 4 is pretty new, are we along ways away from OMV 5?

Not really. You can watch github repo to check when master is archived into 4.x, that would mark the start of 5, which by no means guarantees there will be iscsi plugin. You can always configure manually.
