i have a folder that has been shared this folder is also in use as a mapped folder for syncthing docker and plex docker

That confused me even more -> are you trying to create a shared folder within an existing share.

I found a thread that someone managed to resolve themselves what he did was to create the folder he wanted under sharedfolders to resolve the error.
That seems to be the 'brute' way to do it, but to do that you would need to use WinSCP from a windows machine or an FTP client. Your error is the same in that it's failing to create the sharedfolder, one option to try before doing this though is to remove that share log out of omv clear the browser cache and try again.

remove a share do not affect data on disk correct?

Removing a share on a drive is removing that share only and as yet yours does not have any data in it if you are referring to the Picture share you are trying to create -> I found another reference to your post, but you could create/add your Picture share manually as per the link.
