I'm just wanted to know if there is a download protocol for ftp , in which I can see which user has downloaded which files?

Did you look in the ftp logs? I don't use it so I don't know what it logs.

So I just can see the login time and the host of a User. Nothin more...

Assuming you have a standard install you should check the transfer log located at: /var/log/xferlog
It should contain the information that you are looking for. -
