The information is displaying the processor's model name which does not necessarily mean it is running at that speed. What does the following show:
cat /proc/cpuinfo
The Atom is normally running at 1,6 GHz. I have almost the same CPU, but on another MB. Don't know that Zotac can overclock it 
Mine shows:
