In the general section of FTP, max connections per host, increase it and see if it fixes your problem

If you have omv-extras installed, in shared folder section there is a reset permission utility including ACL, reset those shared folder and use the privileges button next to ACL to control access to the shares in FTP

Of course, if the permissions are reseted and privileges set you should have complete recursive access.
You have to check that the connections are not maxed by splitting the download, some ftp downloaders do that.
