Now that Debian 9 Stretch is released as stable, are there any plans to use it instead of Debian 8 for OMV?

YEs of course, omv4 is already ported to debian stretch as an alpha test. This branch is several commits now behind omv3, so no work is being done. My guess is when debian reaches 9.2 or 9.3 then work will start to finish the port.

No. OMV versions have never changed the version of Debian they use. OMV 4.x will use Debian 9.

Take that thread and change the following things:
erasmus -> arrakis
jessie -> stretch -
