I have deseable the IPv6 on my box. And problem is gone.

The install process for omv4.x was five time faster without IPv6 as it did not hang during the apt process !!!

I also use the following tweak if you want to keep IPv6 enabled on the box. This forces apt to use IPv4 (doesn't help with install though):
echo 'Acquire::ForceIPv4 "true";' > /etc/apt/apt.conf.d/99force-ipv4
