Seems your /usr/sbin folder not in the PATH environment variable.
Just run '/usr/sbin/omv-confdbadm populate' instead
I would guess the openmediavault package itself did not finish installing. What is the output of: dpkg -l | grep openm
@Erikk Can you help me understand that a little better? Still learning Linux & I'm not sure what this is or why it's a problem.

@Erikk This is what I got:
Well, seems it still wants to know the path to omv-stuff... Ok, try to add '/usr/sbin' into your PATH environment variable
Then run 'omv-confdbadm populate' and see if it finished properly.
If it's not, see ryecoaaron's comment above.
Today (October 2020) I installed OMV on top of debian-10.6.0-i386-netinst using these instructions
I had the same problem and fixed it with the bash line suggested by @Erikk.

I think official instructions should be edited.
When I had this problem, it's because I was dropping to root (from a user) with "su" instead of "su -"... apparently that dash is pretty important..
