In the GUI of OMV
Access Right Management >> User >> Edit
Enable "Modify Account" Disallow the user to modify his account -
Enable "Modify Account" Disallow the user to modify his account

It is not a bug I don't think. I'm not aware of any Linux distro that does not allow a user to change their password.
What is your use case scenario that you do not want a user to be able to manage their own password?
