Have you tested on any ARM device that is a little more robust?

Yep but not since I have been making the RPi images. I have tried cubieboard, udoo quad, and cubox-i4pro. cubieboard is much faster than the RPi and cubox and udoo are quite a bit faster than cubieboard.

I was impressed he knew python as well. To know python, php, bash, javascript, extjs, html, and linux configuration as well as he does is impressive.

I still don't understand what the big deal is though. The system updates automatically. So, the only time you see this slowness is when you update or when you check for new updates/plugins but you don't have to leave your browser open. And how often does a person really do this? If you are using an RPi, it shouldn't be very often.
If you do work via CLI and install a package here and there and have to apt-get update inbetween it can be really annoying, especially if it is that slow.

If you are working on that slow of a system and doing that much CLI work, just temporarily move /etc/apt/apt.conf.d/99openmediavault-mkaptidx
