You have to install either Portainer or Cockpit.

It seems Cockpit is easier to start with. You will have to search the internet how to set up a docker in Cockpit (or portainer).

You also start the container from the CLI either using the docker command or docker-compose.

Ok click the button to install Docker then once Docker is installed click on the button to install Portainer, but the video will help in setting it up.

You don't is there a port reference in the video? You need to set up a share called transmission, point the /config to that, then under transmission folder create a folder downloads and a folder watch this will make it easier to manage.
