Weird, settings for 5 min, 10 min and 20 min are working OK (i.e. hdd spins down and stays like that for hours), but 30 min, 60 min and 120 min are not (no spin down). I have iosnoop running and can confirm no disk activity during test time. Is this some sort of a bug?

Maybe there are HDDs out there that do support only specific values. You should check the docs of your devices.

Sure, I will check. What is the exact command that OMV uses to set that up?

This is the job of hdparm. The configuration file is /etc/hdparm.conf. I think you can use hparm or smartmontools to check which values are supported. I think Google will help you.

So I tested this a bit and it seems hdparm values over 240 are not working (although accepted) by my WD drives. So 20 min maximum idle timeout via that.
I switched to hd-idle and that worked fine for longer timeouts. Thanks for pointers!

It's been said by other users on this forum that SMART check can reset the idle timer, so try increasing that and see if that solves your problem.
Go to Storage -> S.M.A.R.T. and increase the check interval to a number higher than the idle time.
