I'm not talking about system shutdown but OVM services (for UPS scripting)
Why would you need to do that? systemd will shut them down when the system is shutdown.

To have safer shutdown process and make full backup without applications services running.
For my Zabbix server/agent services, Grafana or minecraft, I'm stopping all before shutdown OS.
That makes sense for databases or things that use database but for OMV and services like samba, it doesn't make a difference. OMV itself only has one service - openmediavault-engined - but the services it configures almost always have a systemd unit file that you could just stop.

I've just check found 6 services related to OVM (openmediavault-beep-down.service / openmediavault-cleanup-monit.service / openmediavault-engined.service / openmediavault-beep-up.service / openmediavault-cleanup-php.service / openmediavault-issue.service.)
All of those except for openmediavault-engined are one shot services. There is nothing running for them. They just run at startup or shutdown. I honestly don't think you need to shutdown engined for a backup.
