Any change I try to make on the web interface just says saving... it never actually saves until I close the tab and rep-open it again and magically the change is applied. Please help!

Perhaps, but that doesnt explain totally timing out and actually applying as soon as i refresh the page.

Yes it does. The timing out is because your system and/or storage are slow and can't complete the apply in time. When you refresh the page, it is not applying anything. The apply task is running in the background and is not affected by a page refresh. The apply task may complete shortly after it times out.
