There isn't a solution!! I don't receive emails either as I stated further up in the post, also this was raised on github if it doesn't work there is no way to resolve it.

Before blaming OMV everyone should take this as an challange to find out what's going wrong. For me it always worked, so without being able to reproduce it i can't debug it. So it's to the community to fix that or provide information to fix it. I do not have to do all the job, an OSS project lives from contributions from the community.
As a good starting point can be adding DEBUG="verbose"
to
/etc/cron-apt/config and check the syslog for log messages related to cron-apt.

I just ran
/usr/sbin/cron-apt
and did not receive a mail.
Then edited /etc/cron-apt/config and changed
MAILON="always"
and ran
/usr/sbin/cron-apt
and I got a mail, but it seems to state that no update is available:
CodeCRON-APT RUN [/etc/cron-apt/config]: Sat Feb 20 11:04:28 CET 2021 CRON-APT ACTION: 0-update CRON-APT LINE: /usr/bin/apt-get update -o quiet=2
Strange thing:
apt upgrade
reports one package to be upgraded

Seems like cron-apt does not handle the information about an available upgrade correctly.

How? I got the mail, but the information seems wrong. With cron-apt. With apticron it was correct.

just posted your suggestion on github as the user with the problem has just installed on another system and still no update notifications.

I received the mail before I was awake this morning.
As it looks like your notification is working, could you post the output of
ls -al /etc/cron-apt/action.d

To fix the no notification issue:
cp /usr/share/doc/cron-apt/examples/3-download /etc/cron-apt/action.d/3-download
