the power management works it spins down the disk but is it ok that disk is spinning at such a speed even though there is no heavy load
The rotational speed of a spinning disk can´t be controlled by the host. It depends of the technical specification of the drive which is used and doesn´t depend of the actual data throughput. The host can only control the spin down and spin up of a drive.
If you have HDDs with 7200RPM or even 10000RPM, it will sound and vibrate a lot more than 5400RPM one's.
Also, if they're in external cases, the sound will be more noticeable.
Use an SSD or an USB thumb drive and copy the data when needed.
