According to Cron Job for USB Backup?, in 2014, there was no way to schedule a cronjob with the plugin "USB copy". I'm curious if this is still the case! I imagine that System -> Scheduled Tasks has a command input, there is no combination of characters that can get it done?

The purpose of the USB Backup plugin is, to run a backup when the USB drive is plugged in.
Of course you can plug in a USB drive, mount the filesystem and create a rsync job to run a plugin at certain times or intervals. But this is without usage of the USB Backup plugin.

Follow-up question...I have already performed a USB copy to a non-shared-folder USB drive. With rsync I will have to make the backup-drive's filesystem a shared folder. Once I do this, will rsync use the data that's already on the backup drive?

If you set the shared folders on source and target correctly, yes.
