https://www.openmediavault.org/?p=3201 says to use "omv-release-upgrade", but when i try to run it, it tells me that the command wasn't found, in fact, non of the omv* tools are found on my system, what could be the issue?

What version are you on?
post output of ls -l /usr/sbin/omv*
If you are not root, /usr/sbin might not be in your path: echo $PATH
