want to shut down my Odroid HC-1 NAS at 23:59 and restart it at 07:00. Shut down worked, but restart not. Is this a known problem or are there some workaround for that available?

I used Odroid XU4 a few years ago and the solution was as below - it looks like this will work for your device. I wasn't using OMV at the time but this should give you some clues. Naturally back up the system before trying the technique as below.

You need a battery for the real time clock (RTC).
Then I use something like this to shutdown via a scheduled job and wake on Sat at 7AM
rtcwake -m off -t $(date -d "next sat 7:00" +%s)

BTW: if you are really still on OMV4 you should do a fresh install of OMV6.
OMV4 and Debian 9 are end of life for a loooooooooong time
