New hard drive: after creating and mounting file system, cannot create shared folder on file system

According to what the image shows, the disk is formatted in EXT4 but it is NOT mounted yet.

Click on Mount to mount it. Select the disk in the Select a file system field and press Save.

Following your steps, when I click "Mount" and try to select a file system there are no options in the drop down. The subject drive/device "sdc1" is already mounted.

This is weird, try if Ctrl+Shift+R solves it
