You can specify that with Hosts allow and Hosts deny for SMB/CIFS shares (at Services | SMB/CIFS | Shares | Create/Edit). But this only applies to SMB then.

This will apply to the whole SMB share.

I can't remember that a sharing protocol supports that behaviour.
When I think about it, Snort could be used to implement this. Weird idea, but with an own Snort rule this could possibly work. But you really have to do everything on your own.

That's not complex, it can be easily achieved through permissions. What is complex is managing to restrict access to certain files depending on the IP address that accesses the resources.

Yes, of course you can. Define different users and assign them different permissions for what they need to access.
