Please reconsider your options, USB Storage is not the best for a NAS. consider better a Small ITX Board & Enought SATA Ports.
To get a miniitx board with 10 sata ports you can look at Asrock Rack or Supermicro. But they will surely be very expensive plates. Outside of that, you can go to a desktop mini-ITX and add an 8-port pcie to sata card, adding the board ones and you already have them.
Not with PI. With NUC I would be surprised, I think not, you need at least one PCIe port to put a controller in and I don't think any NUC has it.

Exact. It is difficult to have 10 SATA ports even with miniITX.
In reality, if you are going to put 10 disks later, you don't gain much with a mini-ITX board because you will need a large box. A microATX board might be more reasonable as it will be easier to have many SATA ports.

After that you would have to find a pcie x4 card with 8 SATA ports (in this case), I suppose it will not be easy and you would still only have 8 ports because a NUC does not normally have SATA ports integrated into the board. And in any case you will need a large box to fit 10 discs. In my opinion it is still unreasonable to put a NUC in a large box. But it's interesting to know that.

It's also very costly for what you get :-/. Also a NUC externalizes the PSU which also takes up space, so how small is it really? mini-ITX isn't that small but if you buy used it's "affordably small".
FWIW, I tried 1 of those risers in the M.2 of a X10SDV-4C-TLN2F with a LSI SAS-9300-i and it worked. I Initially tried it because it was cheaper than the bifuraction riser for the x16, however I did wind up using a bifurcation riser in the end (technically not even that now).

The ones I usually see are pcie x8. Not pcie x4.
Surely there are also pcie x4, but it will be more difficult to find them.
The more I think about it, the less reasonable it seems to me. Where do you then anchor that card (with the size that LSI cards have) connected to that adapter in a NUC?
In addition to being expensive, it is uncomfortable, you have to do a lot of DIY. And after all that, put everything in a big box to hold 10 discs. It does not make any sense. 
In addition to all this that has already been talked about, the real reason for thinking about a small board has not yet been mentioned, which is low consumption. In reality, the greatest consumption of a NAS is generally the consumption of its hard drives. Any motherboard with a modern low-power micro is going to consume less power than 4 hard drives combined. And here we are talking about installing 10 hard drives. Anyway...
They can run on x1. Besides that, I did see a x4 card with 8+ ports, although it might of been SATA.
A 10 disk box isn't that big. 2 layers of 5 is kind of ideal for two 180mm or 200mm fans.
Small board != low power. Look at the NUC, some come with 80w or 90w power supplies :-/.

I'm considering building an other OMV nas.
Not still very sure but it will be rack mounted and based on NUC or mini ITX.
My main concern is about storage, the system has to Host 8 SATA 3.5hdd (raid 1).
I've considered usb3 but already experienced issues with it and I need a reliable system.
How do you deal with lot of storage when you have a mini system (rpi, nuc, mini pc) ?
