I ran a sync and now a drive says "missing" I pulled the drive and it opens in another system so im pretty sure its not dead, just full. How do I move some parity to a new drive and bring this one back?

You can't just "move" some parity. What you can do is reconfigure for split parity so that parity spans more than one drive.
What are you doing that caused a parity drive to become full?

I think the drive dies, says remove and backup and wont boot till I removed the drive, I have removed and boots fine what testing should I do to see if its dead?

I already have multiple parity drives never had an issue, issue started when I ran a sync

If a machine will not boot until a suspect drive is removed, I don't think there is anything that can be done with it.
You should consult the SnapRAID FAQ and Manual to learn how to replace a drive in an array.

How are you going to do that if the machine will not boot with the drive installed?

take it out, replace it, I can see it in another machine just permissions aren't allowed
