that functionality is meant for allowing the user to change their password.
I have the same problem, I logged into the rpi with another user and pass, the one I assigned when flashing the sd card for the rpi3. When logging to OMV from another computer I login with admin / openmediavault and I get the same empty dashboard.
How do I fix this if I’m already admin?
If I try to login to my rpi with admin credential it does something and then goes back to asking me to login again.

The admin user must have been created before OMV was installed and not assigned to the proper groups. Following the rpi install guide will not cause that problem - https://wiki.omv-extras.org/do…omv7:raspberry_pi_install
The admin user doesn't have shell privileges normally. Not sure how that user looks on your system since it was created before OMV. Try logging in as root or maybe the pi user. Otherwise, start over following the guide.
I started over and followed the instructions but I get to the same empty page:
I am using a monitor and keyboard directly plugged into the rpi.
installation of OS and OMV were identical, Im using eth cable and not wifi.
the hostname is also raspberrypi, the username is "casa" instead of "user1", all else is the same.

I don't know why. I have gone through that process many times.
Login via ssh or locally as the casa user.
sudo usermod -a -G openmediavault-admin admin

Your web console page is not normal behavior.
When logging into the web GUI from another computer, at the login screen, hit Cntl+shift+r (clears the browser cache) then log in.

Otherwise - before building:
Did you begin with (1) a new SD-card and (2) format & test it? A fake, slightly crippled or failing SD-card can produce bizarre results.

SD is new, i tried logging in from multiple devices, same result.
is there anything I can try to confirm the admin user access?
Did you try rebooting after making the change?
What is the output of: groups admin
