I'm sorry, but why are you suggesting starting and stopping transmission when the GUI isn't working after installing the plugin? When the GUI doesn't work, start by debugging the frontend.
Pardon HK-47, I overlooked that it isn't showing up in GUI and focused on the CLI output I saw, which suggests that there are permission problems.

won't start because the plugin hasn't enabled it in the defaults file (that's what the warning is for) and it can't be enabled because he can't reach the GUI Without any proper debug info it's hard to tell what's the issue.
Internet service provider filtering occur the problem.
If find any "torrent" text in the tcp flow, the block the connection.
