Could you check if there are double entry's in the /etc/apt/sources.list file and /etc/apt/sources.list.d/ directory are? That's always the problem with my clean installs.
There is always a line in the /etc/apt/sources.list which also is in some of files in /etc/apt/sources.lists.d/ directory in my installations.
