Here is the solution to disable apparmor on the system and it worked on my test system (not harmful since apparmor package is not installed):

This worked for me. My docker was working as two container were working but portainer was not starting. Kindly mask this as solution or give a better solution so that it won't cause issues in later updates of OMV or docker
