    Do you see this as something the plugin needs or would it be used from a bootable usb stick? I have an idea for it but I will need to setup some hardware to test better (instead of VMs).

    Something you've done has changed the permissions of the operating system folders. I think you will have no choice but to reinstall, unless you have a backup to restore from.
