Install OpenMediaVault without Internet access

    I am testing OpenMediaVault 4.x in a virtual environment.


    The virtual environment only have a Internal virtual network.


    The virtual environment does not have access to the Internet.


    When I install OpenMediaVault 4.x, it keep looping at the "Configure the package manager".


    How do I install OpenMediaVault without Internet access?


    How do I skip the "Configure the package manager"?

    Install Debian first and then the OMV package. Internet access is going to be required to get the packages though. It just doesn't have to be on the OMV system.
