Configuration file is marked executable ?

Hello, I have not much or better absolutely no experience with linux.
I have installed OMV3, all went well, all is working
but in the syslog I have a lot of messages like:

"Dec 9 09:09:50 OMV systemd[1]: Configuration file /lib/systemd/system/reboot.target is marked executable. Please remove executable permission bits. Proceeding anyway."

I have tried to access this files via WinSCP as root, but I cant change the Ownership

What I am doing wrong?

This file comes with the Debian system, thus we should not touch this. If it is relevant, then it will be fixed by the Debian/systemd project.

thanks for your fast response. I have not in mind to touch those files, just little bit worried about the messages in the syslog
Not sure if I should just ignore it or not
