You can't configure it to run every three hours. You can only config how many backups at each interval it keeps. I use the defaults myself.

It backs up each hour?

If you have more than zero in the field, it does. Rsnapshot uses linking so only changed files are backed up. So, it doesn't take up as much space as you think. If you put 4 in the field, it will only keep the last four hours of backups.
Each section is independent of the others.

Real-time? Depends on your definition. What are you trying to accomplish or worried about?

When data is added to a share, how long until it's backed up, and when is the backup overwritten?

The backups occur on a timed schedule not when data is added. The hourly job runs at 5 minutes past the hour. The daily job runs at 3:30 am.
The backup is never overwritten. The last X jobs will be kept. If you set X to 7 for the hourly backup, it will keep the last 7 hours of the hourly backups before deleting the oldest. So, you would have seven full backups (due to hard links, only incremental space is used) and be able to recover 7 different versions of the file if it was changing all the time. If you have daily, weekly, monthly, and yearly set, you would have even more options.
Real-time backup is hard to achieve but usually not needed. Real-time redundancy is easy with raid but that is not backup.
