Is it possible? 1.3.x happens to be nearly banned (strongly discouraged) on one of my frequently used trackers, and I don't want to risk it. Thanks!

Should be possible try to install the squeeze version, grab the packages from the debian webpage
https://packages.debian.org/squeeze/deluge
But we are not gonna put a third version (the plugin already installs two version)
Make sure you put the package of on hold to avoid being replaced by a newer one from the wheezy repo.You can also try transmission.

Yes you have to remove the plugin and deluge. I don't know about the dependencies, that's why I told you to try it, it should be ok I guess, since Libs are higher.
why would be upload to the plugins section ? We use a ppa from Ubuntu to install current deluge.

Existing dependencies didn't fit, so I followed them up until python version mismatch (existing one is too high), which looks like it's rooted too deeply in the system. By the way, people from the tracker said that version 1.3.x is vulnerable to the theft of passkey, thus the almost ban. -
You can try the debian squeeze docker. Then install deluge inside.
