I still don't understand why they moved executables to the data dir.
That's the $64,000 question and so far they aren't saying. @tekkb asked over there and the last word in his post was WTF

I got a coding fix in my head but no internet where i am at, or laptop for that matter. I try to get it in github later today.
Fix is done. After you do the upgrade just disable the plugin and re-enable. Then Plex should work fine.
The solution to this problem is to edit /etc/fstab, remove the noexec specification on the data drive that holds your /plexmediaserver folder, save the file, and then reboot the machine.
I have checked also everything.
And it was also working for me Yesterday evening after I've upgraded it; I was watching one EP of series on my Android TV
"2016-07-07 19:12:25 upgrade plexmediaserver:i386 0.9.16.6.1993-5089475-debian 1.0.0.2261-a17e99e-debian"
BUT suddenly it stops working today, as I wanted to watch another EP on my iphone
Then it was also not working from Browser
...
Now it's ok!
The change in /etc/fstab solved it
BUT this was hard to find...
~# dpkg -l | grep plex
ii libmpc2:i386 0.9-4 i386 multiple precision complex floating-point library
ii openmediavault-plexmediaserver 1.0.15 all OpenMediaVault Plex Media Server plugin
ii plexmediaserver 1.0.0.2261-a17e99e-debian i386 Plex Media Server for Linux
ii screen 4.1.0~20120320gitdb59704-7+deb7u1 i386 terminal multiplexer with VT100/ANSI terminal emulation
I did not apply this
"After you do the upgrade just disable the plugin and re-enable."
As I found the FSTAB solution in upfront.
If you disable and re-enable the plugin you can put your fstab back the way it was if you are concerned about the security implications of allowing execution of programs on data drives. That was a temporary fix.
