No, people can have variance in the amount of cones and rods in the eye. If he had enough cones he would be able to tell the color correctly. The lack of enough cones is what causes color blindness. The cones are what perceive color (red, blues and greens). The sunlight just makes it more difficult for people with not enough cones to perceive the color. It is interpreted by the brain but the brain is getting bad data because of the lack of enough cones. Rods perceive shapes.
