Little out of my box, but doesn't OMV use nginx? I was thinking it conflicted with Apache...
How did you try to install OMV?
Decided to do it again reinstalled debian 11 without the web server got only ssh server but this time it got worse

Use the omv-extras script.
Make sure wget and sudo are installed (apt install wget sudo)
