If you look on the plugins page, there's a "maginfying glass" on the upper left, click that and it will reload.

tried, didn't help. When I tried different configurations, at some point it all appeared. I reinstalled it on a clean one, updated everything, the list did not appear.

Are you up-to-date at version openmediavault 6.2.0? You can rebuild the index by running omv-mkaptidx via CLI.
