To turn it off, you would vpn to your network and shut it off from the web interface.
To turn it on, depends on what hardware you have.
I do not turn it on from an OFF state, though my Proliant could, but via iphone I wake from sleep using WOL Iphone App and making sure the device has WOL (Wake on LAN). OMV also has a WOL Plugin for other devices.

Like I said, my devices are not ever "off". To actually turn a device from OFF to ON remotely, I assume it has to be a Sever Motherboard realistically and also yes, have Bios configurations. Being mine are in stand-by, I did not need to do any Bios changes but I did need to verify my NIC/s are WOL/Magic Packet capable. So first I would google your NIC and see if it can have WOL. My NAS's are OMV strictly but I do have a Windows 11 box that is in standby and had to enable magic packet/wol in device manager.
You could also use a smart plug to start the server. You would just have to enable start on power loss in the bios. Then shut off the smart plug and turn it back on. I wouldn't shut the server off by removing power though.

It could also be done if you have a UPS. Silent so you don't disturb
