What are best plugins for a very simple NAS in a dell T420, H710 raid 5, delivery for photographers and graphic artists. Don't need anything for streaming or home theatre, just a simple place to download/store images and serve them in a small business environment...

If you have no more needs than those, you don't need any complement. That's a basic NAS, a network file server.
is PCI 3 a big jump?
That will only affect the hardware's expansion capabilities.
Will my H710 recognize the existing software OMV volumes and shares? Or, should I simply copy my backup files to the new server?
Yeah. All you have to do is install OMV6.
Then shut down the server and connect the existing data disks.
Start the server and mount the file systems from the GUI. Do not create filesystems, only mount filesystems.
Then create shared folders in the same location they were. Use the relative path to make sure of that, in the GUI press the tree button on the right.
After that you will have the shared resources as before and the files where they were before.
Create users and grant permissions to those shared folders.
Activate samba (or whatever service you want) and share resources on the network.
Done.
