I installed OMV 4 on new RPI 3b+ but is impossible to have access by web GUI.
I tried to clean cache and use others browsers but result is the same

Have you followed the read me in respect of installing?
I used etcher.io to mount image on SD card. then when I get IP address, I can ping it, but in web control panel I get: connection_refused (google chrome)

So once you inserted the sd card you had an ethernet connection, can you connect a monitor and keyboard to the Pi?
yes I used ethernet connection (internet is required?). I connect monitor but unfortunately I have only a wirelesss keyboard and it's not working
In that case ssh is enabled by default, ssh into the pi and run apt-get update
I can't complete access using ssh, attach of error
password is openmediavault then it may ask you to change it
According to the notes on the download page, root login via ssh is disable by default.
If you cannot use the keyboard connected to the PI, you have to use another Computer with SD card reader and Linux to enable root login via ssh.

Did you read the notes on the download page?
Had your Pi internet access during first boot?
Have you waited long enough?
I re-boot SD, then put on Ri, after several minutes it rebooted, and then I get IP address, but the issue remaning.

My apologies I should read the readme more carefully, if you have done as above then you should be able to ssh to the Pi
just to be sure, which is the step that I have to waiting enough? first boot of Pi? it's restart automatically

When you first start the Pi with the sd card (this is from memory) it will partition the card then reboot, this process can take anywhere between 20-30 mins sometimes longer, at that point you should be able to login -> if that is what you are asking.
As you had done that already and still unable to get a gui then editing the above file and a reboot should enable you to ssh to the Pi.
ok thanks, but i saw that the SD card is patition during flashing by PC creating 2 or 3 patition.
flashing SD is quite fast, 5 minutes roughly of all
I wouldn't worry about that, it's once the sd card is in the pi and the pi started, that process will take 20-30 mins before you can login.
my Pi reboot in a couple of minutes, then it gets me Ip address, but everything lasts more less than 30 mins...it's strange
Don't bother if the pi boots can you login to the gui? If not can you login via ssh?

There are two choices, 1) Follow this as already posted to enable ssh 2) Use sd formatter to reformat the card, then use Etcher to flash the Pi image to the sd card and try again.
up to now I can do only second one, and unfortunately it doesn't work
