I can boot Windows from USB as well as any Linux distro like AltLinux or the Linuium Ubuntu-respin that uses the rEFInd bootmager.

Still haven't been able to get OVM or regular Debian to boot on my Apollo Lake system.
Anyone has a newbie-friendly guide on how to include the rEFInd boot manager into the OVM iso?

I've been able to boot the latest Ubuntu 18.04 LTS build from a usb stick by using the respun isos from Linuxium.
Since I can't get Debian to work on my system, Is there a way to run OVM on top of Ubuntu?

Use kvm or virtualbox. OMV doesn't work on Ubuntu.

This isn't an OMV issue. If you can't get Debian to install, then OMV won't work either since it uses Debian's installer.
If you can get other distros to boot, maybe you could debootstrap install, use the latest 4.19 kernel, and install the necessary efi stuff to get it to work?

What happened when you tried to install Debian 9?I get the same behavior as when trying to install an OMV image. The system just crashed to a black screen with a blinking cursor.
However, The latest Debian testing release (Buster RC 1) is now able to boot on my Apollo-Lake-based device. So it looks like the devs have finally updated GRUB.
Any change you can incorporate that change right into the OMV x86_64 build?

please burn the ISO on a CD and boot from this CD.
I know that you need a CD-Reader, but please do this test , works for me on a server grade motherboard that refuse to boot from USB.
PD: I suspect from USB not from UEFI.

A new ISO image based on OMV 4.1.22 has been released. The ISO image now supports UEFI.
However I tested this version (burned with Etcher), when setting my system to UEFI mode it boots but screen freeze straight after boot with lines on screen "video mode not supported".Works fine in BIOS mode.

OMV 4.1.22edit : works now after burning ISO with rufus (same USB key). albeit network cannot be configured now but I don't think it is related.
