As root run
mkdir /var/log/proftpd/
chmod 755 /var/log/proftpd
then try again

Any idea why these directories are missing? Have you deleted them? They are created during package installation and should stay till the package is purged.

Did a restore is all I can think of.
As root run
mkdir /var/log/proftpd/
chmod 755 /var/log/proftpd
then try again
