Maybe there was still something ongoing and the start of the services was delayed. I would see if the mails come again. If they do, see how long after reboot the "succeeded" mail comes. Maybe it is enough to delay the start of monit a bit.

That is too long. I would delay the start of monit by seconds, maybe 2 minutes.
You can try the fix6to7upgrade script
wget -O - https://github.com/OpenMediaVault-Plugin-Developers/installScript/raw/master/fix6to7upgrade | sudo bash
If it persists, try to find the reason with
systemd-analyze blame
systemd-analyze critical-chain
