I don't use that provider but I doubt they will allow unauthenticated senders. Try authenticated sending by providing your password. Also, some form of encryption may be needed. Try SSL/TLS.
In the SMTP settings section there is an Encryption mode box with a drop down list. Select it there.
Google for hotmail setup for third party apps. It has to be published somewhere.

Yes, I have read it and have followed the instructions.
Still doesn't work. mail command doesn't work either.
I have switched on and off encryption, tried different ports. Nothing. Journals seem to indicate working but nothing received at my hotmail account.
